It is not uncommon for toy companies to create toys that never make it to store shelves. Usually such items are part of the last wave of a successful series. A somewhat less common occurence is for a company to design an entire line and never release it. Such was the case with Tribes, a series of 6" action figures designed by Hasbro in 1990. I really like the figures, they have a classic MOTU vibe to them. Sadly, toy stores never picked up the series and it was scrapped before it went to production.
